2048px\" \/><\/h2>\n<h2><span style=\"font-weight: 400;\">Legislative framework: what is in force in Ukraine in 2025<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The main document regulating the transport of food products in Ukraine remains <\/span><a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/771\/97-%D0%B2%D1%80#Text\"><span style=\"font-weight: 400;\">Law of Ukraine \u00abOn Basic Principles and Requirements for Food Safety and Quality\u00bb No. 1602-VII<\/span><\/a><span style=\"font-weight: 400;\">. According to Article 44 of this law, vehicles for freight transport in Ukraine must meet strict sanitary requirements.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In December 2024, the updated rules came into force, which set additional requirements. In particular, the consignment note for products of animal origin must indicate the temperature regime of storage. In addition, temperature control of delivery<\/span> <span style=\"font-weight: 400;\">should not be interrupted along the entire route. This is important to prevent the growth of microorganisms and the formation of toxins.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since November 2025, a new Law No. 2718-IX has been in force in Ukraine, implementing European food packaging safety standards. According to the Head of the State Service of Ukraine on Food Safety and Consumer Protection, this is a key step in harmonising Ukrainian legislation with EU standards. The law establishes new rules for manufacturers, importers and suppliers of packaging materials, requiring them to ensure control over the chemical safety of packaging.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">EU requirements: Regulation (EU) 2017\/625 and ATP<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Compliance with European regulations is crucial for companies engaged in Ukraine \u2192 Poland or other EU countries. The main document is Regulation (EU) 2017\/625, which sets out the rules for official food control at the EU border.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Importing countries do not just recommend temperature control - they legally require it. Violation of the cold chain, even by 1-2\u00b0C, can lead to product spoilage and a complete ban on imports.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The ATP Agreement on the International Carriage of Perishable Foodstuffs and on the Equipment to be Used in Such Carriage, concluded in Geneva in 1970, is applicable to the international transport of perishable foodstuffs. In November 2024, the Cabinet of Ministers of Ukraine approved amendments to the conditions of carriage of perishable foodstuffs, implementing the provisions of this agreement into Ukrainian legislation.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Classification of food products for transport<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">All food products fall into two main categories:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Non-perishable goods are products with a long shelf life. These include flour, sugar, salt, pasta, and canned food. There are no special requirements for temperature conditions, but cleanliness of transport and protection from moisture remain mandatory.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Perishable foods - meat, dairy products, fish, cheeses, ready meals. They require strict temperature control and the use of refrigerated or isothermal vehicles.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Rapid Kyiv<\/span> <span style=\"font-weight: 400;\">uses specialised vehicles with temperature maintenance and control systems to transport perishable goods. This ensures that product quality is maintained.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Continuous temperature control system<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Cold chain is a system of continuous temperature control at all stages: packaging, storage, transportation and delivery of goods. For exports to the EU, the US and other markets, maintaining a cold chain is a mandatory requirement.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Key elements of the system:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Pre-cooling. Before loading, it is important that the cargo and the reefer itself are cooled to the required temperature. Loading warm goods into cold vehicles disrupts the temperature balance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Temperature loggers. Temperature sensors are required to be installed in refrigerated trucks to record the temperature at 15-30 minute intervals. This confirms compliance with the cold chain for customs authorities and recipients.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Continuity. Any interruption of the cold chain - during reloading, at customs, during maintenance stops - is unacceptable. EU importers often require logger data as proof of temperature compliance.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">For.<\/span><a href=\"https:\/\/rapid.com.ua\/en\/poslugy\/international-vantage-points\/\"><span style=\"font-weight: 400;\"> international transport <\/span><\/a><span style=\"font-weight: 400;\">For perishable products, the vehicle must have a valid ATP certificate confirming that its technical characteristics meet international standards.<\/span><\/p>\n<h3><img decoding=\"async\" class=\"alignnone size-full wp-image-16778\" src=\"https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1.jpg\" alt=\"\" width=\"2048\" height=\"1358\" srcset=\"https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1.jpg 2048w, https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1-300x199.jpg 300w, https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1-1024x679.jpg 1024w, https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1-768x509.jpg 768w, https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1-1536x1019.jpg 1536w, https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1-18x12.jpg 18w, https:\/\/rapid.com.ua\/wp-content\/uploads\/2026\/01\/pic2-1-365x243.jpg 365w\" sizes=\"(max-width: 2048px) 100vw, 2048px\" \/><\/h3>\n<h3><span style=\"font-weight: 400;\">Sanitary requirements for transport<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Vehicles for the transport of food products must be:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">clean and maintained in good condition;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">equipped for cleaning and disinfection;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">protected from contamination, pests and rodents;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">with surfaces made of stainless, non-toxic materials;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">labelled as \u00abFood\u00bb or \u00abfor food use only\u00bb.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">If a vehicle is used for the transport of non-food products, it may not be used for food without special treatment. Only refrigerated or isothermal vehicles are used for perishable goods.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Documentation<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The transport of food products, especially when exporting to the EU, requires an extended package of documents:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Commercial documentation - invoice, packing list, certificates of conformity.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Transport documentation - CMR (marked \u00abperishable goods\u00bb), consignment note with temperature conditions, ATP certificate of the vehicle.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Veterinary and phytosanitary certificates (depending on the type of product).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Data from temperature loggers to confirm compliance with the cold chain.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">In EU countries, there is a requirement to use temperature recorders and monitoring systems during refrigerated transport. The type of truck must be suitable for the products being transported.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Common mistakes and how to avoid them<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">According to experts who have studied cold chain logistics, the most common problems arise on the so-called \u00ablast mile\u00bb - delivery to the end consumer.
